Your Board of Directors met on September 28th and below is a brief summary of the minutes from the meeting.

Road Work Plan - Fall 2019 / Spring 2020

Over the course of the summer, the President met with a number of key cottagers to discuss the best options to upgrade and maintain Yarrow Lane. From these discussions, these are the primary road management actions for the fall of 2019 and the spring of 2020:

1. Gravel
In 2019, Danford Construction brought in 9 tri-axle loads of trap rock that were placed between Hwy 7 and the top of the gut, along with 2 twin-axle loads that were spread in various spots from 492 to 677 Yarrow Lane. To gravel all the areas that were not covered this year would require an additional 25-35% of material, leaving a trap rock base on the entire length of the road. Everyone the President spoke with agreed trap rock is the best aggregate for the road as it compacts and locks into place.

2. Culverts and Ditches
Key ditch maintenance is required, primarily for both the ditch that leads to the culvert under the Hunt Camp driveway, and the ditch on the opposite side of the road that runs from the top of the gut down to the culvert that takes the water to the north side of the road (about halfway down). These two ditches need to be cleaned out and reworked to handle the volume of water. The rest of the ditches along the entire length of the road require TLC but not to the same extent as the gut.

3. Rock Breaker
There are a number of rocks that have popped up in the road that need to be either broken out or chipped down. These rocks are not only a driving hazard, but a barrier to proper gravel grading since we should try to establish a crown on the road to shed water into ditches and prevent washouts as best we can.

4. Sunshine
In key areas we are going to trim trees / overhanging branches back from the road to allow more sunlight onto the road surface that will help dry out the road, especially in the spring. This work will be limited to areas where water tends to pond and create pot holes as well key spots on some of the steeper hills.

Equipment & Timing
To do this work properly, the Corporation needs to rent a mini-backhoe for culvert and ditch work along with a bobcat (skid steer) with a rock breaker. Some tree trimming has already happened to help with sight lines around some of the corners, and will continue on an ongoing basis. The time to do the ditching is this fall before frost gets in the ground, followed by removing / topping the rocks in the road next spring after the frost is out and we can see if any more "nuggets" appear. Once the road is able to have gravel trucks safely bring in material, the trap rock deliveries would be co-ordinated by Jack as he would then be able grade.

Conclusion
After reviewing the results of the trap rock, obtaining quotes for equipment rentals (including the cost of additional hours of road maintenance), reviewing the 2020 budget and performing a cost analysis, the Board voted to lower road fees from the $1,200.00 that were adopted by the Members at the 2019 AGM in May to $600.00 for 2020 for owners with direct access to Yarrow Lane ($300.00 for owners with no direct access - Kopka and Morrissey).

PLEASE DRIVE SLOWLY - On the weekend of October 19 or October 26 we will be doing ditch maintenance along the road in the gut - please drive slowly.

For those who have not yet paid their 2019 road fees, I would ask you to please do so given the work on the ditches coming in the next few weeks. Road fees for 2019 can still be paid at www.yarrowlanecottagers.ca with a credit card through PayPal.
